Migration Flows and their Demographic Consequences in the Commonwealth of Independent States - Flussi migratori e conseguenze demografiche nella Comunità degli Stati Indipendenti

Abstract: Migration in the Commonwealth of Independent States (CIS) has become a very complex phenomenon due to changing political systems, diverging economic and demographic situations, and issues related to border management in the successor states to the former Soviet Union. In this paper, we empirically analyze net migration flows to the Russian Federation, the largest destination of within-CIS migration. The results show economic incentives and demographic factors to be important determinants of migration flows. We further find that population ageing is almost inevitable over the next decades even accounting for projected migration. Indeed, the dependency ratio, or the ratio of retirees to the working population, may double in some CIS countries. We conclude that reasonably and economically motivated migratory flows will have no significant impact on these trends. - Le migrazioni nella Comunità degli Stati Indipendenti (CSI) sono diventate un fenomeno molto complesso a causa dei sistemi politici in cambiamento, delle situazioni economiche e demografiche divergenti e dei problemi relativi alla gestione delle frontiere negli stati che si sono formati dall’ex-Unione Sovietica. Questo studio analizza empiricamente i flussi migratori verso la Federazione Russa, la destinazione più frequente tra le migrazioni all’interno della CSI. I risultati mostrano che incentivi economici e fattori demografici sono motivazioni importanti per spiegare i flussi migratori. Inoltre vi sono evidenze che l’invecchiamento della popolazione è pressoché inarrestabile per i prossimi decenni, anche in caso di migrazioni programmate. In particolare, il rapporto tra pensionati e lavoratori potrebbe raddoppiare in alcuni paesi della CSI. La conclusione è che flussi migratori ragionevolmente ed economicamente motivati non avranno effetti significativi su queste tendenze.
