La evolución de los resultados distributivos de los sistemas de financiación autonómica, 1987-2010

Abstract: Este trabajo tiene como objetivo medir y evaluar el efecto redistributivo de las transferencias y la distribución de los recursos financieros entre CCAA de régimen común para los distintos modelos de financiación autonómica, desde 1987 a 2010. Para el análisis utilizamos indicadores de desigualdad basados en estadísticos de dispersión. Los resultados fundamentales que obtenemos son que las transferencias tienen un importante efecto redistributivo que reduce la desigualdad en los ingresos de las CCAA. Dicho efecto comenzó siendo muy distinto entre las CCAA del 151 y del 143, si bien ha ido convergiendo a medida que estas últimas equiparan sus competencias con las primeras. Asimismo, percibimos una cierta estabilidad en los primeros modelos, que se rompe claramente con el modelo de 2002-2008. This paper aims to measure and evaluate the redistributive effect of transfers and distribution of financial resources between common regime Spanish Autonomous Communities (ACs) for different models of regional funding, from 1987 to 2010. The key results are that the transfers have an important redistributive effect that reduces revenue inequality of the ACs. This effect began to be very different between the ACs 151 and 143, although it has been converging according as the latter equate their spending powers with the first. Also, we see some stability in the first models that clearly breaks with the 2002-2008 model.
