La competitividad territorial y el Plan Europeo de Inversiones frente a la desigualdad regional

Abstract: El Plan Europeo de Inversiones, cuyo objetivo es favorecer un efecto multiplicador de la inversión, ha puesto de nuevo sobre la mesa el importante descenso de la inversión pública y privada, y la consecuente pérdida de competitividad del conjunto de la Unión Europea en un contexto económico globalizado. La cuestión que se plantea en este trabajo es si la competitividad de todos los territorios europeos se verá favorecida, atendiendo al principio de solidaridad que todavía rige la política regional, y a los objetivos de la Estrategia Europa 2020, o si las divergencias regionales se acentuarán con un desarrollo asimétrico, derivado de la confluencia del binomio competitividad-innovación y de la capacidad de atraer inversiones. The European Investment Plan, which aims to promote a multiplier effect of investment, has put back on the table the significant decline in public and private investment, and the consequent loss of competitiveness of the whole European Union in an economic context globalized. The question that arises in this paper is whether the competitiveness of all European regions will be favoured, based on the principle of solidarity that still governs the regional policy and the objectives of the Europe 2020 strategy, or if regional differences are accentuated with an asymmetric development, derived from the confluence of the binomial competitiveness-innovation and the ability to attract investment.
