¿Existe sesgo político en el reparto municipal de los fondos regionales? El ejemplo de la Región de Murcia

Abstract: Las debilidades que presenta el modelo de financiación local provocan que en algunos municipios haya surgido el debate sobre si la distribución de los fondos de los entes superiores de gobierno se realiza en base a principios adecuados o simplemente son resultado de criterios puramente partidistas. En este contexto, este trabajo tiene por objetivo analizar cuáles son los criterios que determinan la cantidad de fondos que reciben los 45 municipios que existen en la Región de Murcia, en la que no hay ninguna ley de financiación local, por parte del Gobierno autonómico durante el periodo 2009-2017. A través de un modelo de datos de panel se obtiene que, en contra de lo esperado, ningún factor político es lo suficientemente relevante para determinar las transferencias recibidas. Se encuentra, sin embargo, que los criterios presupuestarios de suficiencia, inversión y deuda per cápita son los más destacados para determinar las transferencias que reciben los ayuntamientos. Finalmente, señalar que el nivel de renta, el desempleo, el porcentaje de población dependiente, la dispersión territorial y el carácter turístico del municipio también se han revelado factores socio-económicos significativos para explicar la cantidad de transferencias corrientes y/o de capital que obtienen los ayuntamientos. The weaknesses of the local funding model mean that in some municipalities a debate has arisen as to whether the distribution of funds from upper levels of government is based on proper principles or is simply the result of strictly partisan criteria. In this context, this paper aims to analyze the criteria that determine the amount of funds received by the 45 municipalities that comprise the Region of Murcia, where there is no local funding law, from the autonomous government during the period 2009-2017. Our results show that, contrary to expectations, no political factors are sufficiently relevant to determine the transfers received. On the other hand, it is found that budgetary criteria of sufficiency, investment and per capita debt are the most important ones to explain the transfers received by the municipalities. Finally, it should be noted that the level of income, unemployment, the percentage of dependent population, territorial dispersion and the tourist nature of the municipality have also revealed significant socio-economic factors to determine the amount of current and/or capital transfers obtained by the municipalities.
