Abstract:
This paper analyzes some key ideas regarding regional innovation systems and market failures. This analysis highlights the importance of science, technology and innovation policies at the regional level. It is assumed that innovation processes are complex and nonlinear that drives and sustains economic growth. Also, the paper discusses the process of knowledge transfer as an engine that drives innovation processes at regional level. Finally, the paper concludes that the low level of innovation that exists in some regional innovation systems is due to the absence of certain actors and institutions, as well as the kind of relationships established between these authors when carrying out the processes of knowledge transfer.
