Abstract:
Abstract This paper evaluates the impact of Oportunidades on poverty reduction and targeting errors in Mexico, 2008-2010. Poverty is measured based on the method of poverty lines (Sen, 1976, Foster, Greer and Thoerbecke, 1984), the impact with the technique of static microsimulation (Bourguignon and Spadaro, 2006) and targeting errors based on Perez et al. (2010). The impact of Oportunidades on poverty reduction was very small and the inclusion error was minimized but not the exclusion error, which largely explains the limited impact of the program.
