Abstract:
Taking into account the obligations assumed by Romania as a Member State of the European Union, the implementation of the European Union directives in the water field, and in particular the Water Framework Directive 2000/60/EC and Directive 91/271/EEC on urban wastewater treatment, represent a continuously concern to ensuring compliance with commitments of the European Union Accession Treaty as regards the works necessary for wastewater infrastructure and the reduction of pollution with organic substances, nutrients and hazardous substances, in the Danube basin and the Black Sea. The River Basin Management Plans developed by the National Administration "Romanian Waters" contain the measures necessary for achieving the environmental objectives of water bodies such us the basic measures and supplementary/additional measures for agglomerations and other specific sectors. The implementation of basic measures ensures a wastewater quality as required by legislation in force while the supplementary measures demand more stringent limits for plant effluents discharges. Meantime the pollutants load limits of the effluents from wastewater treatment plants discharged into water resources should be respected. This could be done by implementing the joint programmes established with water management authorities which are in line with the provision of the Water Framework Directive and the River Basin Management Plans adopted though the Governamental Decision no. 80/2011 on approval of the National Management Plan for the part of international river district of Danube river which is contained on the Romanian territory. It should be emphasized the fact that the measures to achieve the compliance requirements on sewage networks and treatment plants according to the provisions of Directive 91/271/EEC concerning urban wastewater have to be correlated with the requirements of the Water Framework Directive and other relevant national legislation on water protection.
