Reliable land monitoring as a need to identify structural changes by land category on the example of the Irkutsk region

Abstract: All lands of the Russian Federation are subject to State monitoring. Land monitoring is carried out to determine the quantitative and qualitative processes affecting their condition. The main share of land in the Irkutsk region is forest fund land (89.48%). Considering the results of monitoring of land of different categories in quantitative characteristics, they are constantly changed. On the basis of empirical methods of research of lands of the Irkutsk region it was revealed that in recent years the process of redistribution has accelerated - more and more land of forest fund and land of agricultural purpose are transferred to land of settlements (near cities land is allocated for low-rise and individual housing construction). Since 2016, the owners of land plots have faced conflicts about the information of state registers and the establishment of the land plot belonging to a certain category of land. As a result, redistribution took place not only by category, but also by form of ownership.
