Territories of advanced socio-economic development of the Far Eastern Federal District: a comparative analysis of effectiveness

Abstract: Introduction. The relevance of the present study is due to the following: the territories of advanced socio-economic development (TASED/TAD) are a new tool for developing Russia’s Far Eastern Federal District, and their functioning raises certain questions. The study aims to compare the effectiveness of the TASED in the Far Eastern Federal District. Materials and methods. The methodological basis of the research is a systematic and comprehensive analysis and synthesis of the problem under consideration using economic and statistical methods, as well as a dialectical method involving the study of phenomena in conditions of dynamic development. The results of the study. By 2023, TADwill have been formed in all eleven subjects of the Federation which are part of the Far Eastern Federal District. The leader is Primorsky Krai, (four TAD); three TAD are formed in Khabarovsk Krai and Sakhalin Oblast; Transbaikal, the Republic of Sakha (Yakutia), and the Republic of Buryatia have two TAD each. The analysis of the TAD indicators in the Far Eastern Federal District from 2021 to 2023 is given. A continuous positive growth trend in the Far Eastern Federal District in 2021-2023 was observed in TAD Chukotka, TAD Bolshoy Kamen, TAD Nadezhdinskaya, TAD Nakhodka (formerly Neftekhimicheskiy), TAD Gorny Vozdukh, TAD Yuzhnaya, and TAD Kuriles, TAD Transbaikalia, TADSouth Yakutia, TAD Yakutia, and TAD Capital of the Arctic. Conclusion. TASED in the Russian Federation is a relatively new tool that will continue to transform and change depending on the tasks and needs of individual regions. The provided preferences are already benefiting – the current policy (priority development territories) has a positive effect on the business climate of the Far East. Numerous Far Eastern regions significantly improved their positions in the National Investment Attractiveness Rating; thousands of jobs were created. In the future, it is possible to almost completely eliminate the shortage of food of local origin and significantly reduce the cost of food in the Far East.
