Competition in the internet domain market - is a regulation of players with significant market power necessary?

Abstract:
Domain names are addresses in the world wide web. The companies that register these names for individuals and companies in their databases are called registries. Registries of generic domain names are subject to policies of and agreements with the Internet Corporation for Assigned Names and Numbers (ICANN). One of the stated core values of ICANN is to promote competition in the domain industry. ICANN's policy so far has basically only been the introduction of new domain endings which even worsened the competitive situation. VeriSign as the .com and .net registry is now the largest registry worldwide and holds a market share of 85% (as of December 2014) in the wholesale generic domain business. This article will display how helpless ICANN has been concerning the development of a sound competition policy and how VeriSign managed to capitalise on this.
