Abstract:
The purpose of this article is to analyze migration policy and the problems of its implementation in modern Russia. The author notes that, on the one hand, there are private-corporate structures that are guided by the principle of economic profitability and lobby for the mass import of ethnic migrants. On the other hand, state-national interests require an orientation towards the principle of social profitability, which implies the priority of the interests of the indigenous peoples of Russia over private-corporate ones. Let us note that both the Constitution of the Russian Federation, the Concept of the State Migration Policy of the Russian Federation for 2019–2025, and the Strategy of the State National Policy of the Russian Federation for the period until 2025 enshrine the priorities of peoples, and not the economic benefits of companies. However, today a situation has arisen where private-corporate structures make super-profits through the super-exploitation of ethnic migrants, using corruption schemes, asocial working and living conditions for ethnic migrants. In addition, private structures dump a significant part of the costs of their business on the state and society and cause them colossal damage.
