Abstract: The purpose of the research is to develop a theoretical concept of flexible management of human resources of innovative projects, a flexible team of these projects and, on this basis, to identify special functions, roles and competencies of a flexible team that ensure the effective implementation of innovative projects. Research methods - general theoretical methods of analysis, synthesis, generalization, monographic method, expert assessment method with the involvement and analysis of the opinions of 75 experts with experience in managing flexible projects and representing 6 Russian organizations involved in the implementation of innovative projects. Object of the research - management of flexible teams of innovative projects. The article presents the results of the analysis of the application of flexibility principles in the implementation of innovative projects using the Agile methodology. Subject of the research - organizational and managerial relations arising in the process of forming the functional, role and competence structure of flexible project teams. As a result, the author proposed a concept of flexible management of human resources of projects, presented the concepts of a flexible team and flexible competencies of the team, established a list of the most characteristic functions, roles and competencies of a flexible team. In order to perform roles and functions efficiently, project team members must have a set of competencies such as adaptive abilities, communication skills, self-management skills, self-organization and selfmotivation, interprofessional knowledge, versatility and broad specialization. Understanding the functional, role and competence structure will help project managers build flexible teams and make them more successful. In addition to its practical significance, the material offered in the article enriches the theory of project management, flexible project management, team building.
