Abstract: The purpose of the article is to present a systematic and diverse analysis of the state industrial policy in order to develop an effective strategy for overcoming the technological and industrial backlog in modern Russia. The field of the research is public administration and sectoral policies. The subject of the study is the substantive aspect of the concepts of industrial policy, which provide grounds for its correction, taking into account the capabilities and resources available to the federal center and the regions of the Russian Federation. The results of the study. The authors presents a political science analysis of the main concepts of industrial policy, including the industrial system, definitions of the state and public administration of industries and spheres, categories of deindustrialization and industrial devastation, definitions of technological sovereignty and national security of the country, as well as mechanisms and sectoral dominant policy tools. It states that the authorities understand the management imperative of technological sovereignty, as well as the adoption of a set of measures for reindustrialization and new industrialization in the country by now. It highlights the urgent need for public authorities, together with the scientific and expert community, to predict the risks and threats to the development of the industrial complex, as well as the need to choose optimal strategies for its sustainable and balanced growth. The article also conceptualizes a cluster of scientific concepts and categories related to industrial policy. This provides the grounds and methodological basis for the development of an optimal algorithm for the implementation of the state policy of the Russian Federation in the industrial complex at the federal and regional levels with the expectation of achieving national technological sovereignty.
