Abstract: November 19, 2008 signed a decree of the Government of the Russian Federation ¹ 1710-p, establishing distribution of subsidies to the budgets of RF subjects in 2008 in order to promote the best values of the achieved performance in 2007 up to the year. The signing of this order was the final step in creating a system of evaluation of efficiency of activity of regional authorities.
