Abstract:
The development of interaction between the state, the private-public partnership with a broad representation of interests of various groups and coalitions, establishment of transparent governance arrangements and procedures for implementation of complex legal decisions from a position of openness, publicity, fundamental democratic values ??promotes coordination the efforts of all members of society in order to guide long-term rates of growth. The government should not just pursue a responsible policy, but also, together with various interest groups (associations, unions, coalitions) to become the initiator and generator of ideas in priority areas of infrastructure support systems, innovative projects that improve quality of life and health, to implement them on the basis of the social contract between state and society.
