Abstract:
Discussions about the need for reform of public institutions have been conducted since the mid-1990s, however, in practical manner, they moved in 2000-2001 - during the preparation of the first medium-term program of development of economy and social sphere of Russia, called "Gref Program." Reform of public institutions, according to the logic of increasing the efficiency of public finance, was to allow the government to produce a greater volume of public goods and benefits from special advantages by increasing the efficiency of public spending. The task, therefore, was to achieve increased provision of public goods by improving the efficiency of budget spending, preventing the loss of the advantages of the Russian society, which is characterized, as is commonly believed, relatively high level of security of citizens educational services, health care, significant scientific and cultural potential.
