Abstract: Preparation of measures to strengthen the public health, development of health care and mandatory health insurance system, the development of conceptual and legislative documents in accordance with the Concept of Long-Term Socio-Economic Development of the Russian Federation for the period up to 2020 (hereinafter - CRA), the Concept of Demographic Policy for the period until 2025 (further - KDP) and the main activities of the Government of the Russian Federation for the period until 2012 (hereinafter - ONDP) based on current scientific research in the field of public health and health care, as well as on the provisions of international policy documents and strategies of the World health organization, "health for all in the 21st century".
