Abstract:
Despite the sharp increase in criticism of the federal law «On placing orders for goods, works and services for state and municipal needs» is the only regulated, balanced and well-functioning part of the procurement process of budget organizations. The Federal Law No 94 without the fundamental changes can serve as a basis for establishing the Federal contracting system. FCC must be absorbed by the law on procurement and use as a base.
