Abstract:
The article is devoted to the process of establishing branch entrepreneurial congresses in pre-revolutionary Russia. Based on the example of the activity of the Russian flour-grinders congresses the author analyze the mechanism of financing the elective bodies and show the basic problems in resolving this question.
