Abstract:
In the second half of 2005. The Federal Tariff Service has taken the initiative to re-define the subject of its activity, abandoning existing today regulation of natural monopolies and going to the regulation of the relationship between consumers and producers of services' overall economic value, that is, in essence, socially significant services.
