On the development of the system of national accounts of Russia

Abstract: In today's world, the System of National Accounts is the basis of economic statistics as the aggregate of the balance sheets and the methods of their preparation, ensuring the formation of official statistical data on gross domestic product and other macroeconomic indicators. Today, the national accounts are compiled in accordance with the SNA, approved in 1993 by the UN Statistical Commission. National accounts allow to compare levels of economic development of countries and their share in world GDP correctly. National accounts are widely used in various international ratings and indices of human development, the business to determine the size of contributions and quotas in international organizations and foundations. Work on the implementation of the SNA in Russia began 1991 by trying to assess the country's GDP. Prior to that, the macroeconomic indicators were calculated in accordance with the theory of material production of Karl Marx. Transition to the market, the intensification of foreign economic relations and deideologization statistics are the causes that encouraged the introduction of international standards of statistical practice to Russia, most important of them being the SNA. International organizations state that Russia meets the minimum requirements of the implementation of the SNA, which are established by the Statistical Commission of the United Nations. However, in February 2009, at the fortieth session of the Statistical Commission of the United Nations it was adopted unanimously by the 2008 SNA as a new international statistical standard for national accounts. Members of the United Nations were asked to develop plans for the transition to the standards of the 2008 SNA and to proceed with their practical implementation in 2014. Russia has not had time to fully implement all the requirements of the old SNA, and already it is necessary to move to standards-SNA 2008. New SNA Focusing on new phenomena in the economy, more comprehensive coverage of economic transactions, highly detailed accounts indicators and their efficiency. The transition to the 2008 SNA allows complete description of the national economy and to improve the international comparability and transparency of the calculated indicators .
