Abstract:
The article analyzes the comparative characteristics of the two main models of health care financing: mandatory health insurance (MHI) and budget. Based on the theoretical analysis of their characteristics are formulated hypotheses about the impact of funding models on the performance of health care. Check these hypotheses performed by estimating multifactor econometric model based on the data on 28 post-Soviet countries for the period 1991-2012 years (27 indicators). It confirmed the hypothesis that the CHI system provides a steady flow of public expenditure on health, compared with the budget model. In discussing the results obtained emphasis on the variability of ways of organizing the CHI system of the countries. It is concluded that the benefits of a model MLA realized only when it is a rational design.
