Abstract:
The society that formed in Russia, the economy and state institutions have their roots in economic institutions that formed during a quarter of a century of the transformation period. External factors of development of the Russian economy in the decades to come are becoming more risky from the point of view of the quality of growth. The combination of a high level of education, reducing the number of able-bodied citizens, the emigration "drain" on the markets of developed countries with large social and regional disparities in the economy makes the situation even more complicated. Modernization of the economy, the transition to the innovative development of the country depends not only on technological change as the nature of the actions of the institutions. Difficulties development naturally combined with the increasing demands of major groups to a new level. Mobilization "for the idea" is now difficult - we need a clear success in real life and perspective. Success actually depends on the modernization of the "second transformation" with access to the main way of development of a democratic market economy, which had hoped to go further at the start of reforms. This could become the basis for development and public support for the long-term development strategy is two generations ahead.
