Reserves of increasing the efficiency of the pension system in the conditions of the new pension reform

Abstract:
The functioning of the pension system depends on many factors, and the isolated examination of the mechanism of action on the pension system, such as demographic factors, excluding the impact of other factors, such as macroeconomic, inevitably reinforces the fact of instability of the Russian pension system in the long term. To become effective, the pension system should interact with the economy on a parity basis, not by a residual principle, not be used as a tool to control the budget deficit. This pension system should not be seen as a burden for the economy, and as an integral part of it. And if full use reserves to enhance its effectiveness, then, as actuarial calculations, and can reduce insurance rates, and to double pensions and alleviate the demographic transition.
