Structural alternative production of public services

Abstract: The paper presents the ideal model and discrete structural alternatives that arise in the production of public services. Showing elements of the transformation of the institutional structure of the production of public services and paradigmatic shifts in both the theoretical foundations and practical tools as used by the bureaucratic type to menedzheristskomu. With regard to the reform of public administration in the OECD countries and Russia discussed the conditions and restrictions of success of the reforms.
