Abstract:
The article presents the results of an empirical analysis of the institution of the regulatory impact assessment (RIA) by the Russian state authorities in 2013. The analysis showed that the current procedure is not respected, not only in content, but also from a formal point of view. Overall performance of the procedural requirements departments can be estimated at no more than 50%. With the transition to a decentralized system of ODS remains a key problem "Principal-agent", to overcome which is possible by limiting the amount of spent ODS and tighter quality control.
