Abstract: This article is part of a series of articles on the new procedure for calculating the labor retirement pension (the pension formula), which will come into effect from 2015. The first article in this series (see .: [Gorlin, 2014]) was devoted to debunking the myth of the simplicity of the current pension formula, the analysis of the formation of pension rights in the distribution of solidarity pension system. This article analyzes the current procedure for calculating the labor retirement pension, revealed its defects, the necessity of developing a new pension formula, defined by its conceptual foundations.
