Time will tell? Medium-term effects of the use of the Trade Act

Abstract: The article estimates the medium-term consequences of the introduction of the Trade Act, designed to restore the "balance of market forces" between retail chains and their suppliers. Based on the analysis of data of standardized survey of 843 retailers and suppliers, the HSE conducted in November and December 2013 in five major Russian cities of Russia in the food and non-food sectors, it is concluded that the expected easing contractual terms for suppliers did not happen. It concerns the conditions of entry to the market, the prevalence of other contractual requirements and the overall level of stiffness contractual requirements. At the same time companies have increased administrative costs due to additional supervision by the state.
