Abstract: Russia has accumulated considerable experience in the development and use of tools and performance management mechanisms, but the expected benefits from their use, coupled with an increase in the efficiency of budget spending and effectiveness of public administration as a whole has not been reached. The paper suggests ways of overcoming formal approach to planning, monitoring and evaluation, substantiated the key principles of implementation of results-based management as a model of public administration and the conditions of implementation of this model.
