Abstract: This article discusses the possible economic consequences of the introduction of international sanctions against Russia's accession to it in the Crimea. Emphasis is placed on a new and virtually unexplored issue of sanctions to minimize induced economic risks for Russian companies. The aim is to develop a theoretical justification and legal support mechanism for localization of economic markets, and the main research method is the historical and economic analysis of the effects of international sanctions in the various countries, especially in Iran. The study of three main types of threats posed by sanctions highlighted the most likely of them - the threat of targeted sanctions against businesses using the resources nationalized territory. It is shown that the risks of this type can be localized within the concept of "special economic zone", which involves the payment of compensation for the risk of such enterprises from the special fund management company area. For the implementation of the mechanism proposed for the law on free economic zones status of the company - a "special agent" special territory.
