Abstract: This article is devoted to the little-known in the scientific literature of the problem of the elimination of institutional deficits in the regulatory framework of the activities of the representative organizations of employers in Russia. This work was intensified during the ministry Witte, when under his leadership, has developed commercial and industrial program, part of which is the involvement of the business community to cooperate with the government in addressing the problems of economic modernization at the turn of XIX-XX centuries.
