Abstract: The article describes the history of rail freight tariffs in Russia. The basic tariff reform for the period from the end of XIX and the beginning of the XXI century, analyzed the principles of tariffs, their structure, the reasons for the change of tariff models. It is considered non-regulated tariffs 1840-1880 years, tariff reform of 1889, regulated tariffs 1890-1917 years, especially tariff after the 1917 revolution and in the years of the NEP, the specific tariff in the period of industrialization in the Soviet Union in the postwar years. Investigated the transition from a planned to a market economy: The changes in the tariff system made under the tariff reforms of 1995 (at the freight division of the tariff class) and 2003 (the allocation of infrastructure and car components). Showing the effects of liberalization (deregulation) railcar component and compared the dynamics of tariffs in the regulated and deregulated segments of the industry.
