Abstract:
Problem setting. Since late 2018 the entire system of public and municipal administration in Russia has been based on the national projects implementation. However, the 2018–2019 implementation practice reveals certain systemic issues, which could make it difficult to achieve all the ambitious goals and objectives set in national projects. Thus, the Russian scientific community should objectively estimate the implementation of national projects and their role in the development of the country, RF entities and municipalities. A specific scientific issue supporting scientific problem solving. The purpose of the article is to give a qualitative and quantitative assessment to the main parameters of the “Safe and high-quality road network” national project implementation in 2019, to identify risks and problems of the national project implementation and to identify improvement areas for 2020 and beyond. Materials employed (informational background), research methods. To achieve the goal in view, such scientific methods as economic, statistical and comparative analysis, generalization and system analysis and monographic method were used. Rosstat, the RF Accounts Chamber and Internet sources data were used in the research. Key research results (scientific problem solution), scope of application. In the course of the research, problems in Russia in the field of transport (road infrastructure) have been revealed. The main problems and risks of the “Safe and high-quality road network” national project implementation in 2019 are identified. The urgent ones are no integrated approach to road works in most cases; the need to update regulatory framework in full compliance with modern requirements and realities; difficulties in assessing the real impact of the national project on road infrastructure improvement in the country and in all RF entities. Conclusions. The materials of the given article can be useful for federal and regional government authorities to adjust the national project parameters and activities and as a framework for further research on the topic.
