Abstract: The author of the article addresses two interrelated aspects of the development of the socio-cultural space of the regions – questions about the quality of life and demographic potential. Their increase is an important prerequisite for the successful functioning of territories. The methodological basis of the work is a socio-cultural approach aimed at studying the region as a territorial community formed by the activities of residents, social groups and organizations of the region, and taking into account a wide range of objective and subjective factors of development. The paper uses methods of quantitative strategy of sociological research – analysis of statistical data and a formalized (standardized) interview. The field sociological research was conducted on the basis of the program and methodology developed on the basis of the standard program and methodology "Socio-cultural portrait of the region of Russia" (authors – N.I. Lapin and L.A. Belyaeva). Based on the empirical material obtained, the parameters of social well–being as an important characteristic of the quality of life, as well as demographic attitudes of residents of three regions of the Central Black Earth region – Voronezh, Kursk and Lipetsk regions are consistently recreated. The leading problems of regional development are identified – low standard of living, lack of jobs, insufficient development of industrial production, poor development of cultural infrastructure, insufficient development of small and medium-sized businesses. The dangers of poverty, environmental threats, arbitrariness of officials, crime, arbitrariness of law enforcement agencies, loneliness and abandonment are indicated as threats to development. Objective and subjective factors preventing the creation of a family and population growth in the regions have been recreated. The results of the study can be applied in the activities of the authorities of territorial entities. It seems important to further study the issues related to the reproductive behavior of residents of municipalities and regions of Russia.
