Abstract:
Purpose. Determination of effective forms of investment attraction in the development of electricity supply as one of the most important infrastructure sectors. Methods. The article examines the scientific and practical literature, regulatory and Internet sources on the subject under consideration. Comparison, statistical analysis and expert judgement methods were used. Results and practical significance. The authors highlight the significant potential of public-private partnership in Russia as one of the key mechanisms for ensuring service quality growth in the electricity supply industry. Directions for development and modernization of the analyzed infrastructure sector using such partnership are defined, including the disclosure of effective forms of capital attraction from investors and creditors. Scientific novelty. Based on a sample of concession projects tender documentation in electricity supply sector, relevant measures for improving the methodology of selection of private investors were proposed, including the need for increasing the relevance of technological and industry-specific qualification criteria.
