Abstract: The work substantiates methodology of creating foundations of general public concept of governance. It comprises argumentation of structural organization of the model, regulating method of its controlling impact, situation approach as the way of self-determination of society with reference to its own principles, decisions and actions implemented under various conditions of social reality. The model of social governance stemming from the interrelation of administrative processes concerning functioning, development and transformation of the society was formed. The basic principle of this model is vector governance that ensures high accuracy of regulating the administering impact and quick response of internal and external character to environmental alterations in a functioning medium by means of establishing permanent interrelations between the state and society. Timely response to changes in stages of the economic cycle and appropriate managerial situations is guaranteed by the changes of the applied strategy that leads to alteration in the character of administering impact and maintenance of the required level of effectiveness of the social governance. The suggested method of creating methodological foundations of general public concept of governance can be applied in the theory and practice of social government as well as in the process of law-making. Scientific novelty consists in grounding theoretical and methodological approaches to creating the nationwide concept of governance under contemporary conditions of social development. Analysis of the existing types of the social government allowed the author to substantiate methodological fundamentals of creating a nation-wide concept of governance and elaborate, on its basis, an appropriate modelб цршср functions because of implemention of the social impact through social power and interaction of different governmental processes concerning functioning, developing and transforming the society. It allows the state to respond, in a flexible manner, to alterations in stages of the economic cycle and secure effective social regulating aimed at the establishment of social order. It provides a possibility of social development and required level of quality and standard of life of the country’s population.
