Abstract:
The article analyzes the Arctic policy and its oil and gas aspect for two North American states – the United States and Canada. There is an evolution of priorities in this area, which in recent years have undergone very significant (if not radical) changes. The situation with exploration and production on the Arctic shelf for both North American states – the United States and Canada – is difficult to predict at the moment, since both countries have a ban on licensing offshore areas, but there are also very strong groups whose interests such bans contradict, and they can actively try to lobby for the lifting of these bans. The study notes that the economic priorities of the new US Arctic policy were not explicitly stated in this document. However, it should be mentioned that in the 2009 Regulations, the economic direction of the Arctic policy was combined with the energy direction, and most of the sub-items listed under this direction referred specifically to the energy industry and the extraction of oil and gas resources. In the new 2013 strategy, "safety protection of the future energy security of the United States" remained a priority in the direction of advancing the security interests of the United States. In the current circumstances, there is a situation where the most interested in the exploration and development of the Arctic shelf countries – apart from making efforts to implement their interest – are Norway and Russia
