Abstract: The purpose of this article is to analyze and identify the basic problems of Public Сhamber development in a municipality (by the example of an “average” city). When writing the work, the author used the following methods: the formal legal method became the basis for studying and analyzing the legal framework governing the creation of these public institutions. In the course of the study, the methods of questionnaires, statistical analysis, and system analysis were used. Results: the author conducted a comprehensive analysis of questioning the residents of Krasnoturinsk. The results of the sociological research helped to answer the questions about how mutual understanding of local authorities and the population is developing today by the example of the city district of Krasnoturinsk, and what hinders its successful implementation. The readiness of the population to participate in the life of the municipality was assessed. Contradictions in the course of the Public Chamber development were revealed, as a result of not being recognized by the population of this body...
