Abstract:
Problem statement. Today social entrepreneurship is actively developing in the Russian Federation. It is characterized by a tendency of rapid business development which leaves legal regulation behind. In some regions of the Russian Federation different models of sub-federal support for social entrepreneurship were developed and implemented, including the spheres of non-governmental providers of social services, small and medium-sized enterprises (SMEs). These measures require analysis and generalization to highlight effective variants of regional state support in order to replicate them in the regional policy of the Russian Federation to reduce the gap in the development of social entrepreneurship in different parts of the country. The scientific task is analysis of the implementation of sub-federal state support for social entrepreneurship in the development of social services in the regions of the Russian Federation. Methodological basis includes the provisions of the positive economic theory that consist in the study of the existing regional practices for the development of social entrepreneurship, including the implementation of measures of state support provided for by the legislation of the Russian Federation. We regard social entrepreneurship as an independent type of entrepreneurship with its inherent characteristics that differ from those of Socially Focused Non-governmental Organizations and SMEs. The research material. The information base of the study is made of letters with facts about the implementation of measures to support social enterprises in the regions of the Russian Federation. The data provided in the letters on the implementation of measures to support social enterprises have been analyzed and interpreted. The research methods are general scientific methods, including induction, comparison and generalization. The main results of the study. It has been revealed that the most common measure of state support for social entrepreneurship in the regions of the Russian Federation is competitions of various levels aimed at promotion of social entrepreneurship, which is at its initial stage of development. The constituent entities of the Russian Federation demonstrate variations in the models of sub-federal state support for social entrepreneurship, as well as the differences in support infrastructure institutions. Some regions lack money for the development of support infrastructure and they make a request for federal funding. The paper provides a list of the subjects of the Russian Federation with advanced practices of state support for social entrepreneurship at the sub-federal level. They are characterized by their focus on the development of technologies (social investments and certificates) or the mechanism of intersectoral social partnership with an emphasis on interaction either with business or with the responsible regional departmental structures.
