Participatory model of strategic planning in science-intensive subsidiaries of oil and gas companies

Abstract:
Introduction. In modern conditions, the number of factors, affecting the strategic planning of vertically integrated oil and gas companies’ future in the Russian Federation is growing. At the same time, the need for technological development of the Russian oil and gas industry is one of the most significant challenges. As a result, new challenges arise for industry science, which means that science-intensive subsidiaries are becoming more significant, and their importance for the sustainable functioning of parent oil and gas companies is growing. In this regard, the task of competent strategic planning of the science-intensive subsidiaries’ future is becoming increasingly important. This in turn requires updating strategic planning tools, taking into account new factors affecting the industry and trends in the oil and gas enterprises’ management. Methods and methodology. The theoretical and methodological foundations of the study are the works of Russian and foreign scientists and specialists in the research topic, as well as data from Russian vertically integrated oil and gas companies on the number and types of their subsidiaries, presented in the public domain. Within the framework of the study, methods of analysis and synthesis, analogy, and comparison were applied. Results. The strategic planning tools based on participation - a phenomenon of involving employees in management processes of an industrial enterprise – is developed. A new model of strategic planning is proposed and its algorithm is given that refers to the specifics of science-intensive subsidiaries and management features of vertically integrated oil and gas companies within the framework of the method used to decide on the expediency of applying a participatory approach. The model also considers the employees’ interests by assessing their readiness to participate in strategic planning and remains within the framework of industry specifics due to the choice of strategic planning methods included in the organizational plan. Discussion. The proposed algorithm can meet the challenges and conditions in which science-intensive subsidiaries of vertically integrated oil and gas companies operate and therefore can be useful to managers and managers of such enterprises. However, its direct application depends on the human factor, expressed in readiness for participation, and requires a formal study of methodological forms and recommendations.
