Abstract: The article is devoted to a critical analysis of the reform of the Russian non-banking financial sector and the legislative consolidation of the institution of the financial ombudsman. The author came to the conclusion that the legalized system of protecting rights in the financial sector is a multi-level administrative form of protecting citizens' rights in the financial environment of business professionals that is unfavorable for their interests and will not contribute to economic growth. Factors of economic growth are inherent in a reasonable distribution of wealth and economic power, production activities of economic entities of the real sector of the economy that create the material benefits of society.
