DIRECTIONS OF ENSURING THE BALANCE OF THE REGIONAL BUDGET

Abstract: Introduction. The article discusses the main directions of ensuring the balance of the regional budget. These areas are related to the improvement of income mobilization tools. Currently, the balance of regional budgets is not ensured by the regions' own revenue sources, which leads to a high degree of dependence on tax decisions made by federal authorities. Methods. The methods of observation, comparative analysis of the dynamics of indicators are used in determining the main directions of ensuring the balance of the regional budget synthesis, the method of generalization. Analysis. The main elements of the budget balance management system are considered. An assessment of the balance of the budget of the Volgograd region in dynamics for 2020-2022 was carried out, the main problems and mechanisms for ensuring the balance of the regional budget in modern conditions were formulated. Results. Ensuring the balance of the regional budget is possible by mobilizing revenues, as well as by optimizing expenditures. The main ways of income mobilization are: creating conditions for the development of the economic potential of the region; measures to collect arrears on tax payments; legalization of shadow employment; assessment of tax benefits for their effectiveness. Optimization measures of the expenditure part should lead to a reduction in inefficient expenditures, a change in the structure towards an increase in the costs of developing the budget network.
