Abstract:
The article provides the description and results of applying the method for analyzing the national innovation system of the Russian Federation, which is based on the cognitive connections of institutional participants in the innovation market. The analysis of scenarios made it possible to identify potential points for saving budget funds, provided that the volume of production of innovative products is maintained. The growing complexity of the national innovation system in the Russian Federation requires taking into account not only a large number of system parameters, but the rapidly changing significance of the cognitive connections of participants in the national innovation system (hereinafter referred to as NIS). The NIS cognitive model also made it possible to identify scenario-based measures of government support for the national innovation system. The constructed model potentially requires adjustment of connections since the environment of existence for a real innovation system is dynamic and connections between its institutions can be weakened or strengthened under the influence of external factors.
