Abstract: Before developing and proposing the measures directed to improvement of economy of Russian regions it is necessary to diagnose their main problems. In this article the emphasis is placed on the indicators reflecting wellbeing of the population. It’s the main indicators, because economic growth, development of the industry and others are derivative of the population and convenience of accommodation. Alignment of values of basic indicators in various municipalities of the region promotes fixing of the population and solves many social and economic problems.
