Abstract: In modern conditions, the development of the state and all its spheres is impossible to imagine without the development and implementation of an innovative environment. Innovation is becoming a prerequisite and a factor for the successful and efficient functioning of society. In order to form and stabilize a functioning national innovation system in Russia, it is necessary to establish a stable system of relations in the following spheres: science – business – state – region, which will allow integrating scientific-technical, economic, financial and organizational factors of creating and implementing new technologies.
