Abstract: The article deals with the levels of management of Russian small business, describes the princi-ples of its implementation and regional specificity, due to natural and climatic, economic, socio-cultural differences. Risks and social factors affecting the social status and efficiency of small business activity are disclosed. The possibilities of a social institution of small entrepreneurship to become a social elevator for the career growth of young people.
