Abstract: In article approaches to definition of the subject of local self-government – the population of municipal unit are analyzed. Theoretical uncertainty of this concept is noted. The possibility of application of sociological theories, in particular, of structuralist and constructivist approach, to the analysis of local community as special actor of local self-government is investigated. The local community is considered as a legal concept and social group, its key characteristics are revealed. The analysis of the ideas of representatives of structuralist and constructivist approach allowed to define limits and the conditions of application of this methodology to a research of local community.
