Abstract:
International terrorism in the parameters established by the beginning of the new century has acquired a stable, long-term character. The further development of international terrorism and the degree of its public danger to humanity will most likely depend to a large extent on the preservation and negative effects of these features, as well as on the ability of the world community to minimize them. The article States that the achievement of the goals of terrorist acts is ensured through psychological influence also on persons who are not direct victims of terrorist violence. The choice of such victims is more symbolic than actual. The author defines that at present it is a question of qualitative strengthening of destructive potential of the international terrorism due primarily to mastering to some extent high technologies of mass destruction of people. It is not, of course, any accomplished from the point of view of the development of international terrorism the main objectively existing technologies such order. It is concluded that within the framework of the formation of theoretical prerequisites of the fight against international terrorism, it is important to focus on assessing the extent to which the policy and strategy of the fight against terrorism in the system of international relations are able to identify operational and strategic opportunities of terrorists.
