Abstract: Following up how the procedures of initiative (participatory) budgeting in the format of the Local Initiatives Support Program determine the social project of participatory budgeting – the project of social co-organization and the development of a common position on the direction of budget expenditures. As the main elements are highlighted: competitive nature, cofinancing of the citizens, the criteria and points for co-organization, the construction of its own organizational project by each settlement. Understanding of constructive elements of the social project is important for developing new formats of participatory budgeting.
