Abstract: The article is devoted to the problem of the formation of the ideology of the Russian state as a strategic plan for the development of the country, reflecting the interests of all Slow society. A strategic development plan on a state scale should be a Formula in its development concept – the ideology of the state. There is a need for terminology differences in scientific and public discourse panties "ideology of the state "from" state ideology " as a bezel, which is prohibited by the Constitution.
